European local and regional authorities are increasingly faced with the huge responsibility of preventing and managing the local consequences of disasters and crises linked to climate change, the rise of cybercrime, terrorism threats, or off-the-scale events such as the Covid pandemic.
|
|
|
|
By fostering strong partnerships across the public, private and civil sectors while emphasising the vital role of local authorities we can create a more resilient and responsive framework for crisis prevention and management. As the first line of response, local and regional authorities must be supported and empowered to efficiently fulfil their responsibilities.

In practice: the municipal civil protection reserve of Nice, France
|

In order to strengthen its emergency response capacity and work more closely with local citizens, the city of Nice (France) has set up a municipal civil protection reserve. It is composed of volunteers who,
|
|
|
|
under the authority of the Mayor, support emergency services by helping local residents in case of natural or man-made disaster. They also contribute to the city's prevention efforts, for example by intervening in schools or in public meetings with citizens.

Community policing: start of the KOBAN European project
|

The KOBAN kick-off meeting in Valencia (Spain), on 1-2 October 2024.

How to strengthen community policing among European cities? This is the aim of the new KOBAN European project. It gathers 19 partners, including Efus and local police forces from eight countries. The KOBAN approach to community
|
|
|
|
policing "emphasises the utilisation of small, decentralised police units, problem-oriented working, and high levels of participation from citizens and local partners." Efus has been working for years on issues of policing and relations between police and citizens, notably through the IMPPULSE European project (2013-2015).
